I look for:
1: Uses normal battery cells.Special batteries are usually costly and harder to find.
2: Long battery life. Takes a large no of photos without flash ( most of my photos are daytime photos) and a reasonable number with flash.
3: I think anything above 8 MP is more than sufficient. We can't tell the difference on our normal screens.
4: I look for high optical zoom, so that it can take far photos nicely.
5: Digital zoom doesn't matter, it is fake zoom
6: It should be easy to use ( aka point and shoot cameras)
7: Not too bulky, should fit in jeans pocket.I dont buy ultra portables since they feel like too much price and quality loss for small ness.
